New check for encryption secret keys broken for symmetric encryption

Hello,
The new code which checks the availability of encryption secret keys fails when using symmetric encryption, i.e., when GPG_PW is set but GPG_KEYS_ENC and GPG_KEY_SIGN are not set. Looking at the new code, it does not seem to take into account this long-supported way of using duply, so I think this is a regression.
