[Freetel-codec2] release/compatibility matrix -Free DV

Hi David

for everybody, and including the integrators like FlexRadio, I think 
there needs to be an update channel, so people and users get notified.

and also a compatiblity matrix.... like, is 700B mode fully compatible 
with 700 (A) ? which platforms etc etc , SM1000?
