[Freetel-codec2] Building SM1000 firmware

Hello List,

I am doing some work on the STM32F4 (VHF radio project).  As a first 
step I have the SM1000 firmware building OK with the Makefile in 
codec2-dev/stm32.  See codec2-dev/stm32/README.

It's a bit rough, and I haven't tested the executable code on a sm1000 
yet.  I won't be looking into porting the 700(B) mode to the SM1000 
until later this year, unless some one would like to help with that :-)

Brian B has kindly offered to come up with a better build system for the 
SM1000 in the near future.
