The message is correct as you try to start a 16 bit exe file with Win 11, a 64 bit OS. The last time when this worked was Windows XP.
I assume you plugged in a FreeDOS USB device in Win 11 and wanted to start from USB directly.
This cannot work. It is the same as if you insert a Linux CD into a Windows and try to start from there.
To test FreeDOS you should boot up from USB stick without a running Win11 (please do not have the idea to run fdisk or format - this could destroy your system then).
The better way to test the stick is to create a virtual machine, e.g. virtualbox which you can download for free, install it and try to start it from there. But if you have virtualbox you should use FreeDOS live CD as iso file - add it to virtualbox and you can install the whole system in the virtual machine.
