This is a DOS (Dead Operating System) Extender. It extends DOS. By how much
or for how long still remains a mystery. It lives in a refrigerator. It has
a wonderful ability to piss off one's dearest neighbors by sporadically
electrocuting their cats. Incidentally it also makes the farm sheep go bäää.
A puter and a pint of Guiness... Actually, you can replace puter with women.

In my frank opinion, it is not serious to include or continue
to include files like this in a distribution. Of course it is
my opinion. Nothing more.

That's not a great readme. I wonder if we can just omit this from the distro (it's not providing helpful info anyway.)
Well, all we need to do is either delete the file from the GitLab Repo or rename/move the file to the ROOT of that project. The RBE builds packages using the GitLab Repo. Also, files in the topmost directory for a project are not included in the packages. Those files are mostly notes and for individuals looking at the repo for the project. Just give the word and I'll change it. Or, if your feeling adventurous you could do it Jim. :-)
