#180 online DZ help DOSZIP.TXT in wrong directory

When i run file manager DZ.EXE version 2.52 part of Free DOS 1.2 distribution it
creates directory .\doc inside BIN subdirectory of Free DOS directory like
"C:\FDOS\BIN\doc". There configuration files like DZ.INI for doszip commander
are stored. Furthermore the program looks there for the file DOSZIP.TXT when
pressing key F1 for online help. Unfortunately this file is not stored in this
directory. So online help does not work.

But this file is stored in DOSZIP subdirectory inside DOC directory of Free DOS
like "C:\FDOS\DOC\DOSZIP" which is the right place for documents according to
Free DOS conventions. So the setup program for example should copy DOSZIP.TXT in
the right directory.

Furthermore i think a doc subdirectory inside BIN directory is not so logical.
What makes more sense to me is a solution seen in DR DOS. There configuration
files are stored in a separate sub directory inside DOS directory.

So the Free DOS setup and/or package management should create a directory like
"C:\FDOS\CFG", store in this place files like "DZ.INI" and directs programs to
use this place by setting environment variables like "DZ".
