#209 Prevent accidental takeover of native land

I'd like to see an alert asking for confirmation if you're about to take over native land after Minuit is in the congress. There's no longer a feather on the tiles, so it's quite easy to accidentally take land and hence generate unwanted tension for the rest of the game. IIRC the original game asked you if you wanted to buy for 0, but I don't have it atm so can't check.
