We have only 3 improvement levels which is only 2 upgrades (the second one requires Adam Smith)
Some buildings (like carpenter's house) don't even have the third level. Or even the second (Like City Hall)
Easy solution for starters could be adding 0 level, which wouldn't affect the existing production chain.
It was suggested that for a good start we could test in FC2 a optional (?) starting form the bare soil, (maybe on the harder diff levels?) where you can make just 1 unit of goods, 2 with specialist until You build 1st level. That would make for a total of 4 levels meaning 3 available upgrades.
I believe players today are used to having more to build more levels of improvements and all. Yes, I'll make the graphics. The question is will somebody write the mod?

I like the idea of the "0 level". In other words, when founding a new colony, instad of everyone being able to whip up a prefab complete colony with a full set of production and civic buildings, there would be only a base camp and a carpenter's shop.

Unless you want to get fancy, graphics is the easy part, we can simply use a single drawing for all "level 0", just draw a vague vacant lot...
The real question is how this would effect gameplay and a ballancing act.

For FreeCol2 I think we should have stones as a resource and it would be a requirement for all 3rd level buildings. Maybe it is possible to be done in FreeCol as a mod to test it.
Unsure if forts should require stone too, maybe both types to choose and a stoned fort should have a higher defense than a wooden one.
