Make RUNRECOVERABLEERRORTEST log that it outputs 1 when :erract is called more than expected.
I had forgotten that it did that and was mystified by some behavior when writing new tests.

Add tests for SETITEM.

Refactoring: Rewrite litem() to use get_int() instead of get_integer().
This is more direct and requires less code.

Extend ITEMTEST.BADINPUT.RECOVERABLE to include chained recovery.
This tests that ITEM restarts processing each input that :erract provides, regardless of what's bad about it.

Refactor the "accept ownership of erract" tests to use SIMPLEREPORTTESTNOCATCH.
This removes some duplicated code.

Refactoring: Simplify lbitsave() by using get_int() instead of integer_arg() and getint().

Refactoring: Simplify lgifsave() by advancing args to the next node as arguments are read instead of having long chains of cdr.
This makes the code shorter and more readable.

Update the expected test log with the output from test cases that were recently added.

Rework int_arg() so that it doesn't modify the arguments list.
This is part of a larger effort to simplify the code base by reducing the number of side effects.
