Refactor llput() a little:
* Choose better names for stack variables.
* Add multiple return points for when the input is bad.

Fix a false-postive.

Remove the logging for the third and fourth fields of ERROR. These were generally not informative and added a lot of noise to the test log. In the few cases where these values should be checked, they should be explicitly checked by the caller.

Add regression tests for LPUT, FPUT, and REVERSE.

Add regression tests for COMBINE.

Fix some typos.

Change the good shell program to perl (instead of dir) so that it works on my Win95 test box. dir does not exist on my Win95 box, but Perl is installed because it is required for the network tests.

Change the Makefile to explicitly use the cygwin echo command, instead of the DOS one so that the trailing newline in logoversion.xml can be suppressed.

This fixes a doc bug where a newline would be inserted into the list that LOGOVERSION supposedly returns.

Bump the version to 1.3.
