I'll work on adding the configure support

FWIW I woke up fresh and did a MAJOR rewrite
All of the Jpg stuff is now FGFS independent and 
can move into SimGear with the other TR stuff.  :-)

Hmm...
I should look at moving my TR implementation into PLib 

Hopefully I can get some time tonight and make a clean 
patch for you !
