[Flightgear-devel] Change to property-adjust command

As part of the panel-code change which I've mentioned in a separate
message, I've modified the built-in property-adjust command to accept
optional 'min', 'max', and 'wrap' parameters; these are available for
bindings to the keyboard and joystick as well as for the panel, of
course.
