We're not separating turbulence into a separate vector yet, but that won't be hard to do. The only way to set winds right now is to assign values to the properties manually, either at startup or through the telnet interface. Setting the wind at startup doesn't work so well, though, since the JSBSim gear code doesn't model static friction yet (i.e. the plane will skid around a bit).
