Because we do want ATIS sound to be on by default, if you tune the radio to ATIS, I think?

The current situation doesn’t exist because someone decided ‘let’s play voice on startup’ : it exists because of an intersection of reasonable design choices, which combine to give this rather ‘in your face’ result. 

What we could do is default to not using Text-to-speech for the prompt messages, by default?
