That would be first suggestion, but it’s up for discussions, if you prefer something else.

I’m not sure what you mean by ‘additional layer' here, can you explain a bit more?

The package system can absolutely support that, only rule for a package is that it has some kind of property-xml that says what is inside the package so it can be indexed.
