Why do we need a web UI anyway?  What does it do that the regular UI's do
not do?

I'm not complaining, I just want to understand why we have multiple UI
paths.

Phi lives inside FG. If you start FG with the parameter
 --httpd=127.0.0.1:8080
you can open your browser and type as adress:
127.0.0.1:8080

Though I'm not quite sure if this 127.0.0.1 is working on Windows also. If
not replace "127.0.0.1" with "localhost" in both cases.

What you see then in your browser is "Phi". :o)
