The line is missing a name to associate with the declared frequency. The
airport is indicated in the first preceding line starting with code 1,
16 or 17 (generally right after a blank line, although it is not
required by the spec). Once you've found it, go to:

  https://gateway.x-plane.com/airports/page

and check whether the problem is still present in recommended scenery
packs (zip files containing small, one airport apt.dat). If yes, report
at:

  https://gateway.x-plane.com/bugs
