It is routine to hear voice on the nav frequency.
The voice doesn't have to be ATIS or AWOS. It could be HIWAS, Flight
Service, or whatever. It might just be the spoken name of the VOR.

Not "instead". The CW ident is superimposed on the voice signal.
--> This is why the nav receiver has both a "volume" adjustment
and an "ident" switch.
Often these are integrated into the same knob: Twist for volume,
pull for ident. The non-ident state provides a narrow notch filter
that removes the ident and passes everything else.
