I received a reply from NAV CANADA regarding using Aerodrome charts to 
edit airports :

Thank you for contacting NAV CANADA with your inquiry.  Using the below mentioned charts in such a way is considered an infringement on NAV CANADA copyrights.

So thats that , but curiosity has got the better of me , I think I'll 
contact Rob Cook....
