#740 Recent changes to SenecaII-base.xml affect Metar application

1.Using SenecaII and Git

*What is the expected output? What do you see instead?*
Metar live data is correctly downloaded but not applied
All others Metar sources are not applied
Advance weather still working

*Any output in the console (black window)?*
Nothing particular

*What FlightGear version are you using (when using GIT version, please
mention date)?*
Git version 2012-04-11 (binairies and data)

*Please provide any additional information below or as attachment (Avoid
expiring external links, such as to imageshack/pastebin/...).*
1- Remplacing SenecaII-base.xml by v2.6.0 of this file resolved Metar application but aircraft doors are not working this way
2- Older version of SenecaII from 2.6.0 data work well on Git

    <just-thinking-loudly>This "funny" index has to be used for all aircraft prop-rules now. Wouldn't it be better to move the global prop-rules instead - so all aircraft don't need to bother? And what happens if an aircraft needs 101 prop-rules... Currently there are already 60 global environment prop-rules - so 101 doesn't really seem such a large number... (well, 640k ought to be enough for anybody... ;-)).</just-thinking-loudly>
