Use advanced weather and select manual input or stormy monday. Trees still sway if your wind speed is 0kt or sway very little if you have 30kt wind. I have live weather turned on.

FGFS version:3.7.0 build 2030
Tested again and this bug is still present. The wind was 11kt (CAVOK) and when I changed the wind setting to 0kt (calm) the trees and grass were still swaying.

On second thought this may not be a bug. The tree swaying seems to gradually slow down, after speed change. Now they are not moving anymore. Maybe because of interpolation.

For wind effects visible on the surface (waves, tree motion) FG never uses the instantaneous wind at aircraft position but a long-time filtered average wind to avoid artifacts.
If you change wind instantaneously, you'll have to wait up to a few minutes for the correct behavior to show.
