This was solved by maxing out the shaders. You can see that the scenery (most noticeable when looking at hills) beyond blue buildings is not blue at all. For some reason the Rayleigh haze shader only paints buildings at lower setting. When you set the shader at max both the scenery and buildings are blue as they should be, so I think this is indeed a bug and has nothing to to do with some random building having blue glass.
