Update pdb2pqr to the 1.9.0 release using...
%p/bin/python2.7 scons/scons.py BUILD_PDB2PKA=True
to build but manually installing as the scons-based install only installs the .pyc files which have the installation path embedded in them.
Note that InfoTest is added which runs complete testsuite.
Info test for pdb2pqr-1.9.0-1 with BuildDepends on scons added and unnecessary apbs removed.
