It has moved to Github and it seems that the 1.4.4 source is not obviously available.

You might submit a patch to update it to version 1.9.0?  The source is at https://github.com/oetiker/rrdtool-1.x/releases/download/v1.9.0/rrdtool-1.9.0.tar.gz

It might be as simple as updating the version and the SHA256 hash for the new file.

The new repository does not have releases before 1.7.1
