If by “reinstall” you mean “fink reinstall”, that does precisely nothing to change the build.  That’s only good for restoring damaged/missing files and re-running the installation-related scripts.

The problem isn’t with gnuplot—it doesn’t seem to care one way or the other about libimagequant.  Installing libimagequant0-shlibs will give you the missing file:
