Use 'fink selfupdate' to get to fink-0.38.3, then do a “fink configure” and elect to use the binary distribution.  Then “fink selfupdate” or “sudo apt-get update” to download the list of binaries.  It wasn’t enabled at fink-0.38.2 because I didn’t know that packages had been uploaded at that time.
