If I recall correctly, the 10.3 -> 10.4 transition was sufficiently ugly that a later version of 10.4.x was already released by the time the Fink project released the 0.8.0 installer, and so this problem wasn't immediately noticed (until 0.8.1, in fact). It's been fixed in the scripts that generate the installers now, but a new installer release hasn't been made since that. You'll just need to upgrade to a later 10.4.x version. -- Alexander K.
