I don't remember if you said how you are starting xfig. You don't use 
Apple's Applications menu in X11, do you? With simply "/sw/bin/xfig" in 
the command line? That, too, would explain what you are seeing.

If you do this, you have to put

   source /sw/bin/init.sh; xfig

into that command line, or otherwise the PATH (and XAPPLRESDIR) is not 
set reasonably in this context. It is not automatically the same that 
you have in a Terminal.app window.
