The W3C which includes many respected industry representatives from many large IT organisations have gone to a lot of effort to produce a fine declarative templating system. It's called XSL Transformations.

i don't really think that XSL T is better than smarty... Smarty is quite widely known, it's fast, reliable etc.
xml + xslt is to difficult :-)
