[Exp-engine-patch] Two Patches

Attached are two patches.

The patch allegro-fix.patch contains changes related to getting EE to
compile with Allegro CL as distributed with ICAD's development
environment.

The patch non-allegro.patch contains more general changes that were made
while working on the Allegro stuff.
