#23 Unable to create tmp directory

I get the following error when I start Express Engine.
Express Engine was installed in f:/Program
Files/Express Engine. On this machine that is where
the OS is install the C: drive is a zip disk. After creating
a c:/Program Files/Express Engine directory it ran.

Error: An error of type CONDITIONS:FILE-OPERATION-
ERROR occured, arguments : (:OPERATION
SYSTEM:MAKE-DIRECTORY :ERRNO 3 :PATHNAME
#P"c:/Program Files/Express Engine/tmp/")
1 (abort) Quit process.

Type :b for backtrace, :c <option number> to proceed,
or :? for other options

This problem is related to Express Engine not being able to
read information that is in the Registry.
