Attempting to run the setup wizard gets to the GnuPG step, which fails to install. The install info URL appears to be:

https://www.enigmail.net/service/getGnupdDownload.svc?os=darwin

Which returns:

<download url='https%3A//releases.gpgtools.org/GPG_Suite-2016.07.dmg' hash='e92e34ee4f7b7c3746d90e3da499b6d769b223b2' command='Install.pkg' mount='GPG Suite' gpgVersion='2.0.30'/>

https://releases.gpgtools.org/GPG_Suite-2016.07.dmg returns a 404 error.

The current release is:

Updating the URL wouldn't help. The wizard in 1.9.4 is broken and will never install anything. That's already fixed on master.
