#146 Turning Clantalk off/on

It appears to be impossible to turn clantalk off. When
you type 'clantalk' by itself, the MUD always says
"Clan channel is now OFF" and then an empty message is
sent to the clan channel. Even though the MUD claims
that the channel is now off, it is in reality still on.

Haven't had anybody report this bug on TR, will try and
duplicate it.
