Prefaced with saying the export restrictions on open source drivers are
a little fuzzy, and I don't claim to understand them.  I would assume
yes.

Intel does not maintain this driver.  There are other drivers that may
support some sort of hardware crypto offload, but I haven't seen any
kernel.org kernels that have support for "full offload" of encrypted
communications.
