Follow-up to [features:#30].
TIniFile_TryReadInt, TIniFile_TryReadFloat (all overloads) and TIniFile_TryReadDate in u_dzClassUtils return False for a missing or empty value, but raise EStringConvertError for a value that is not a valid number or date. That is the same behaviour the TryVar2Xxx functions have.
They get the same optional parameter, _ErrorHandling: TErrorHandlingEnum = ehRaiseException. With ehNoException they return False for an invalid value as well.
TIniFile_ReadInt(..., _Default, _DefaultIfEmtpy) gets the parameter too. Its _DefaultIfEmtpy already works as such a switch under a misleading name, see [bugs:#59]: an empty value always returns the Default, and _DefaultIfEmtpy = True only makes an invalid value return the Default instead of raising. That parameter is kept for compatibility (or deprecated), _ErrorHandling replaces it, and [bugs:#59] is resolved with this change.
