#522 trunk is missing NEWS and ChangeLog about 0.74-3

This is really trivial issue, but should also be trivial to fix :)

SVN trunk is missing update to files NEWS and ChangeLog that was issued to 0_74_3 branch. It would somewhat make sense if these files were listing only tags reachable from the branch, but release 0.74-2 was also created on a branch only, but it is included in ChangeLog pm trunk.
