The modules/files must be at least minimally documented internally. docutils/docs/tools.txt should have a new section for any front-end tool that is added. docutils/docs/config.txt should be modified with any settings/options defined. But your transformations are not regular Docutils components, they're separate. I see two choices: 1. Add the files to a new subdirectory of docutils/tools, perhaps "xsl2pdf". 2. Rather than adding them to the core distribution (the "docutils" CVS module), how about setting up a parallel project (a new CVS module)?
