Yes, I didn't have in mind that it would break existing scripts which use Docutils programmatically. The best thing to do would be to raise the warning only when Docutils is used non-programmatically, IMO, because when used from the command-line, chances are high that the missing stylesheet can be easily fixed (which is not the case for scripts like rest2web). Fiddling with HTML writer settings in process_programmatic_settings smells veeery bad. What about adding a "_programmatic" setting, automatically set by process_programmatic_settings?
