Yes it is. The known bug from 
http://docutils.sourceforge.net/docs/user/latex.html#tables
and also reported as

Besides this, differences in HTML vs. LaTeX/PDF (page based) would require
some adaption before the generated PDF would become a useful cheatsheet.
