[Docutils-develop] rst2beamer: handling of quote environment needs to change

Because of beamer redefinition of ``quote``,
rst2beamer needs to write a blank line before writing the the quote environment.

Comment:
I'm not sure this is not in some sense a beamer bug,
but writing a blank line should hurt nothing even if
beamer eventually changes the behavior of ``quote``.
