It is not convenient to use, tu reply, to mention code, to link to patches, commits, to follow and track changes. Getting the code is hard, it is not possible to easily fork the repository and make pull requests, etc.

I think the bugtracker on sourceforge works just fine.
But what would be more useful, is a migration from svn to git.
Or at a minimum, have an official git mirror. https://github.com/docutils-mirror/docutils is outdated
Let's take the cpython project as an example.
They still have their own bug tracker, but use github to handle pull requests.
This would greatly lower the bar for new contributors.
The bug tracker (issues) of a github project can be disabled, so nothing will be duplicated.
It will just be simpler for people here to point to their pull request on github.

Adding a +1 here. I don't mean to be rude, but it's pretty ludicrous in 2020, that such a widely used package is on sourceforge. There is literally no other python package I know of that is not using git (GitHub or GitLab) and it is a massive barrier to contribution.
That fact that, 18 year after its first release, its still not even on its v1 release, when sphinx (IMO the main reason why docutils is still even used) is now on version 3, is pretty indicative of the lack of development on this project.
I'm sure there are many people that want to help you improve this package, please help them to help you!
