#33 rst2html doesn't work for some tags with UTF-8 encoded file

I tried to use rst2html to learn reStructuredText. I
created a UTF-8 encoded text file (with signature). And
then I found document title didn't work when it's put at
the top of the file. I wonder if this has to do with the UTF-
8 signature (ef bb bf at the beginning of the file)

And I also found that the field list doesn't work if you put
them at the top of a utf-8 encoded file. See attachment.
