Landing branch for [#459] by @Maqbool61 (ADR 0080). Their branch merged with main, resolving the one import-line conflict in src/doberman/cli/main.py (#459 and [#472] both added an import at the same anchor), plus one maintainer commit adding the egress-velocity rows to the command and exit-code tables in docs/CLI.md. Their commits and authorship are preserved; merge with a merge commit so [#459] flips to Merged.
