Initial Comment:
When you are a user and you click on another user to 
look at their profile the following error is returned:

Error 
  
User is not an Administrator 


If this is correct then their is no point allowing the 
user to be able to look at another persons profile.  
The best answer would be to allow them to see a 
reduced set of information about the user they are 
wanting to look at.
