Initial Comment:
Need ability to optionally create default user groups
for each forum that is created, these will have default
permissions.  I.e.  create a forum within a category
called news, the following user groups will be
automagically created

#  news_moderator read/write - manually assigned to
moderator
#  news_member read/write - automatically assigned to
new users
#  news_guest read only - automatically assigned to
guest account
