[Dnfbb-developers] Time zone data type change

Ive changed data type for time zone id, from 2 to 3 decimal places.  This
will allow us to support more timezone descriptions that share the same
time, i.e.

GMT+02:00 Bucharest
GMT+02:00 Cairo

internally the id's will be something like

2.001 - GMT+02:00 Bucharest
2.002 - GMT+02:00 Cairo

I havn't added any extra time zone records yet.
