[Dirssync-opendisc] annoncement

My intention is to annonce it to Pypi, Sourcefore,
Freshmeat and Vault of parnassus.
I've alredy done it in the past for DirsSync (and my
other projects).
I will do it when this release will be "bug free".

Feel free to do it on any other system.

If you've tested DirsSync-1.3-RC3 whitout any
problems, please inform us in this mailing list.
