[dhis2] Dhis2 discussion moved to Wiki and to this list

A lot of discussion is taking place by email, and this is a test to see
if it can be moved to this list, with possible links to the Dhis Wiki
for more lasting/structured contributions.

One thing addressed is the choice of database engine, with MySql
seeming like a good choice at this time. However, there are serious
