using G.I. Joe, the game is quite unresponsive to clicking A/Start button starting from Joe1.jpg and Joe2.jpg and the fade-in/fade-out of sprite/image/frame is slow compared to reverting out r3508 from r3511.
The slow fade-in/fade-out of sprite/image within a frame is causing slowdown in image display as well as input responsiveness.
It seems to be caused mostly by changes in thumb_instructions.cpp & cp15.cpp because it works very fast & responsive when these are reverted out from latest svn.
Probably other games will be affected as well.

tested r3585 - fixed.
old savestate broken - probably by a different svn.
