I concur too -

Lots of rubbish at the borders on VCR and TV material.
Less rubbish with DSS material.
No rubbish or little rubbish with DVD material.

So if you use DScalers exclusively for DVD's, yes, go ahead and set
Overscan to 0.  But not everybody uses DScaler for DVD's because they
use their computer's DVDROM drive.   Thus, the default overscan should
be around 10, plus or minus a few units...
